“In the early 1900’s, Ballard, WA was growing quickly and by 1907 was the second biggest city in King County. Seattle sought to annex the smaller city in order to control their neighbors. In 1905, the people of Ballard voted to remain an independent city, but when their water supply was cut-off by the city of Seattle, it was forced to vote for annexation in 1907. There was information that led some to believe that the water supply had previously been contaminated by Seattle.
